Study in Italy from Pakistan | Come2Campus Consultants
Come2Campus  ·  Europe Pathways

Study in Italy — public universities, near-zero tuition, and a real route into the EU.

Italy runs on a needs-based scholarship system, not a grades-only one. For most Pakistani families, that means public university tuition drops close to zero once your paperwork is structured correctly — and that’s the part we handle.

The Case For Italy

Why more Pakistani students are choosing Italy over the usual UK/Canada route

The UK’s tuition and living-cost bar keeps climbing every intake, and Canada’s study permit caps have made approvals harder to predict. Italy sits in a different category altogether: public, state-subsidised universities with tuition designed to scale down based on your household’s actual finances.

Cost

Tuition tied to income, not merit alone

Italian public universities price your annual fee using a household-income comparison model, not a flat international-student rate. Most Pakistani applicants land in the lowest possible bracket once their financial file is presented correctly.

Language

No Italian required to graduate

Hundreds of Bachelor’s, Master’s and PhD programs run entirely in English — concentrated in engineering, business, and health sciences at the universities that accept the most international applicants.

Work rights

20 hours a week, legally, from day one

Student visa holders can work part-time throughout the semester and full-time during university breaks — enough to cover day-to-day costs without touching your sponsor’s savings.

After graduation

A permit that converts, not expires

Your student residence permit can be converted into a job-seeker or work permit after graduation, keeping the whole Schengen job market open rather than forcing an exit.

Regional Scholarships

The scholarship system does most of the heavy lifting

Every Italian region runs its own right-to-education body. Qualify, and the fee waiver is only the start of what you get.

One qualifying test: ISEE Parificato

This is the income-comparison calculation that converts your family’s Pakistani financial documents into the European bracket system. Get this filed correctly, and you’re usually placed in the tier that unlocks a full waiver — this is where most self-filed applications lose money they didn’t need to spend.

DSU — Tuscany EDISU — Piedmont DiSCo — Lazio ER.GO — Emilia-Romagna
  • 100% tuition fee waiver for the full degree duration
  • Free meals at university dining halls (mensa)
  • Free or heavily subsidised student housing
  • Cash stipend of €3,000–€7,000 a year for living costs
Fields Of Study

Where Pakistani applicants get accepted most often

Engineering & Robotics

Politecnico di Milano and Politecnico di Torino run full English-taught tracks in mechanical, civil, computer and automation engineering — built around Italy’s manufacturing and automotive industry.

Business & Economics

Milan- and Rome-based programs lean into international markets and corporate finance, with direct proximity to multinational headquarters for internship placement.

Medicine & Surgery

A 6-year, English-taught single-cycle degree, entry gated by the IMAT admissions test — a far lower-cost route into medicine than Pakistan’s private medical colleges.

Design & Fashion

Milan and Florence combine fashion curation, luxury brand management, and industrial design with commercial business training — the two cities that set the industry’s global standard.

Step By Step

Five phases, in order — skipping one delays everything after it

Shortlist & research

Start 8–10 months ahead of intake. We narrow your options to 3–5 universities based on your transcript, budget, and target city.

Direct university application

Transcripts, SOP, CV, references and English proficiency proof go straight to each university’s own portal — most public universities charge no evaluation fee.

Universitaly portal registration

Once you hold an admission or evaluation letter, you register on Italy’s national pre-enrollment platform, which forwards your file to the Italian Embassy in Pakistan.

Degree verification — CIMEA or DOV

Your Pakistani degree needs a formal equivalence statement before the embassy will process a visa — either an online CIMEA comparability statement or an embassy-issued Declaration of Value.

Visa filing & interview

Book your slot through the designated visa handling centre, then attend your interview at the Italian Embassy Islamabad or Consulate Karachi.

Paperwork That Actually Gets Checked

Document checklist & the Apostille rule that trips up most applicants

Pakistan’s Hague Apostille entry changed the rules

Since Pakistan joined the Hague Apostille Convention, the Italian Embassy in Islamabad and Consulate in Karachi no longer accept the older attestation-only route. Academic certificates need IBCC/HEC attestation followed by an Apostille stamp from the Ministry of Foreign Affairs — and family documents (birth certificates, NADRA family registration) need the same Apostille before they can be legally translated into Italian.

Academic certificates — IBCC/HEC attested, then MoFA Apostilled
NADRA family documents — MoFA Apostilled before translation
Statement of Purpose & updated CV
Letters of recommendation
IELTS Academic — 5.5 to 6.0 recommended, even if the university only asked for an MOI letter
CIMEA statement or Declaration of Value (DOV)
Proof Of Funds — 2026–27

What the bank statement actually needs to show

The visa officer isn’t just checking a total — they’re checking six months of clean, traceable activity behind it.

RequirementAmount
Legal minimum — monthly€848.33 / month
Legal minimum — full academic year€10,180
Recommended liquid buffer (for a strong approval margin)€11,500 – €12,500
Statement history required6 months, traceable

Beyond the bank statement, the sponsor also needs

A notarized Affidavit of Financial Sponsorship, proof of the sponsor’s income source (salary slips, business registration, or agricultural income certificate), FBR tax returns for the last two years, and a NADRA Family Registration Certificate proving the relationship to the applicant.

Common Questions

Frequently asked questions

Is university actually free in Italy for Pakistani students?
Not automatically — but for students who qualify for a regional scholarship (DSU, EDISU, ER.GO, DiSCo), tuition is fully waived and you also receive housing support, free meals, and an annual stipend. Eligibility is based on your family’s income bracket under the ISEE Parificato system, not on your grades.
What exactly does the bank statement need to show?
A traceable six-month history showing at least €848.33/month (€10,180 for the year) as the legal minimum. We recommend maintaining €11,500–€12,500 to give yourself a comfortable margin against currency fluctuation and embassy scrutiny.
Do I need IELTS if my university accepted an English proficiency letter?
Universities may waive it, but the Embassy reviews your file as a whole. An IELTS Academic score of 5.5–6.0 removes any ambiguity at the visa stage and is strongly recommended even when not strictly required.
Is there an age limit to apply?
No official upper limit. If you have a gap of 3–5 years or more since your last degree, address it directly in your Statement of Purpose with evidence of relevant work experience during that time.
CIMEA or Declaration of Value — which one do I need?
Both verify that your Pakistani degree is equivalent to Italian standards. CIMEA is an online comparability statement; a Declaration of Value (DOV) is a physical document issued by the Italian Embassy or Consulate after reviewing your degree. Which one you need depends on your specific university’s entry rules — sometimes both.
When should I start preparing for the September 2027 intake?
Begin building your file around October–November 2026. Early-round applications open between December and February, and filing early gives you enough runway for the MoFA Apostille process and an early embassy interview slot.
