To study in Germany, Pakistani students generally need a Higher Secondary School Certificate (HSSC) or equivalent. However, this might not be enough for direct entry into a Bachelor’s program. Many students need to attend a Studienkolleg (preparatory course) first. Alternatively, if you have completed a Bachelor’s degree in Pakistan recognized by German universities, you might be eligible for direct entry into a Master’s program. The “APS certificate” (Akademische Prüfstelle) is crucial. It’s a certificate issued by the German embassy in Islamabad after reviewing your academic documents. It confirms that your Pakistani qualifications are valid and meet the minimum requirements for studying in Germany. You must apply for the APS certificate before applying to German universities. The APS certificate costs approximately 200 EUR (62,000 PKR).

Good news! Most public universities in Germany do not charge tuition fees for Bachelor’s and Master’s programs for both domestic and international students. However, there is a semester contribution fee (Semesterbeitrag) which covers administrative costs, student services, and often a semester ticket for public transportation. This fee usually ranges from 250 EUR to 350 EUR per semester (77,500 PKR to 108,500 PKR).

The cost of living in Germany varies depending on the city. However, as of 2025-2026, you should budget around 950 EUR to 1200 EUR per month. This covers accommodation, food, health insurance, transportation, and personal expenses. Converted to Pakistani Rupees, this translates to approximately 294,500 PKR to 372,000 PKR per month. Keep in mind that major cities like Munich or Berlin tend to be more expensive than smaller towns.

To obtain a German student visa, you’ll need to prove that you have sufficient funds to cover your living expenses for at least one year. This is typically done by opening a blocked account (Sperrkonto) at a German bank. As of 2025-2026, the required amount is approximately 11,208 EUR per year. In Pakistani Rupees, this amounts to roughly 3,474,480 PKR. You’ll be able to withdraw a fixed amount (around 934 EUR or 289,540 PKR per month) from this account to cover your living costs.

While some programs are taught in English, especially at the Master’s level, learning German is highly recommended for daily life and integration. If your program requires German proficiency, you’ll typically need to provide proof of your language skills through recognized tests like TestDaF (Test Deutsch als Fremdsprache), DSH (Deutsche Sprachprüfung für den Hochschulzugang), or Goethe-Zertifikat. The required level usually depends on the program, but often requires a C1 level certificate. Check the specific requirements of your chosen program.

International students in Germany are generally allowed to work part-time to supplement their income. Non-EU students like Pakistanis can work up to 120 full days or 240 half days per year. It’s important to adhere to these regulations, as violating them can jeopardize your visa status. Student jobs are often available at universities, in restaurants, or in retail.
